In response to Russia's growing presence in Eastern European countries, the EU has resolved to consolidate the militaries of member countries in a larger EU Military. The EU has issued several non-binding resolutions to dissuade Russia from its aggression in near-EU countries, but found those resolutions to be a bit toothless.
Furthermore, a common EU Military would dissuade another Brexit by member countries, further reducing how seriously the EU is taken by Russia.
The introduction of a 4th superpower-sized military to match Russia, China and the US causes concern for some. However, part of the EU Military consolidation involves the dissolvement of NATO, which means US presence in EU territories is no longer needed. The goal is for the US to edit EU countries by 2020 and to only remain an ally with the EU, not individual countries, so as not to enabling US meddling in EU politics.
